Measures reported by Exc2013TranSubTest
The Mailbox Transport Submission service connects to the local mailbox database using RPC to retrieve messages, and submits the messages over SMTP to the Transport service on the local Mailbox server, or on other Mailbox servers. If this service fails to submit messages to the transport service, then messages will not be delivered to their destinations, resulting in loss of critical business communication and related revenues. To avoid this, administrators can use the Exc2013TranSubTest test to monitor the submissions made by mailbox transport submission service and promptly capture permanent/temporary submission failures.
